Talk forums and picture galleries can add a huge amount of interest to a community or club web site. Pictures, in particular, can be a huge draw, and if people can post their own pictures on to a site it can dramatically increase their loyalty and will make them want to visit the site more often and also tell their friends about it.

Picture galleries might not be appropriate for commercial sites, but a talk forum can be a useful addition as it gives people a chance to ask informal questions and lets other people see that you can and do respond to you customers.  

The down side is that people can post material that you might not want to have on your site and which might reflect badly on you. Of course you can require people to register before they post, but that isn't always enough to stop the problem and can also put people off.
